Sonoma County EOA-1 Compliance Data 2024 Q4 Release

Release of Sonoma County EOA-1 Compliance Data

 

Beginning in 2024, Sonoma County Fire District (an independent district) and its subcontractor Medic Ambulance are the exclusive ambulance transport providers in Sonoma County Exclusive Operating Area 1 "EOA-1". Sonoma County is releasing Q4 2024 “response time compliance data.” Response time compliance data is a summary of how compliant the contractor is with the contract’s terms and conditions for response times. The EOA-1 Agreement requires the ambulance arrive within a specified time (or have met some other qualifying compliance metric) at least 90% of the time in each of the six geographic compliance zones that make up the EOA.

 

For Q4, SCFD met the contractual standard. Data from Q2-Q3 will be released within the next month. Data for Q1 is not available because the monitoring software was live as of April 2024.

Note on updated report:

This updated spreadsheet removes two columns that contained a calculation error for month-over-month compliance history caused by the inclusion of incomplete data from earlier compliance periods that had not been adjudicated at the time the report was produced. Once final adjudication is completed, accurate data will show in the month-over-month columns and an updated posting will reflect the contractor’s performance.

The EMS Agency will incorporate additional adjudicated data from April 2024-September 2024 and present the report at the April 28th 2025 Sonoma County EMCC meeting. The presentation will include a walkthrough of the corrections and exemptions adjudication process to help stakeholders understand how response time contract compliance is calculated under the current agreement. 

Response time standards are an important ambulance performance measure, but not the only relevant (or even most important) measure. Over the next year, the County will continue to work with SCFD to implement clinical performance and quality of care measurements.

Re-Release of EMT Draw Epinephrine under EMS Special Memo 24-002

The Coastal Valleys EMS Agency has released EMS Special Memorandum 24-002 Accreditation Authorization Process for EMT Administration of Draw-up Epinephrine 2024

The memo (linked here) provides process for accreditation of Emergency Medical Technicians to administer epinephrine via a draw-up syringe after training in the skill. This Memo also serves as a reauthorization of any EMTs accredited in the skill to date through EMS Special Memorandum 22-004 or as re-released 23-003.

EMS Special Memo 24-001 Public Safety First Aid Optional Skills Authorization

The Coastal Valleys EMS Agency has released EMS Special Memorandum 24-001 Public Safety First Aid Optional Skills Training Program Authorization

This Memorandum serves to outline the approved treatment provisions of the Title 22, Public Safety-First Aid (PSFA), Optional Scope under local medical control. The addition of the Optional Scope approvals identified in the Memorandum are aimed to improve overall response capabilities and treatment standards for our Public Safety-First Responders.  Implementing the PSFA Optional Scope provisions aligns with our commitment to providing high-quality emergency care.
